E-series formula

E-series values are round(10^(k/n)) for k = 0 through n-1.

Values are rounded to 1 decimal place for E24 and below, and 2 decimal places for E48 and above, in the 1 to 10 decade. Published IEC tables adjust a few boundaries. Those adjustments are not added here.
